AFB urges Afghans to take up Durand Line issue to the International Court of Justice

WASHINGTON DC /IntelliBriefs/ --- The American Friends of Balochistan, led by its president Robert Selle, met with the Ambassador of Afghanistan to the U.S. Said T. Jawad on Thursday afternoon and urged Kabul to take up unsettled Durand Line issue to the International Court of Justice for lasting peace in the region.

Selle, who was acompanied by Ahmar Mustikhan and Nabi Baloch, informed Jawad that there was a nexus between the atrocities committed in Balochistan and terror attacks on Afghanistan.

The Afghan Ambassador expressed concerned that Quetta, the capital of Balochistan, has emerged as the epicenter of terror attacks on Afghanistan.

"Since last fall, coupled with the killing of Nawab Bugti, the attacks on Afghan forces and allied NATO and U.S. forces have increased inside Afghanistan, and we believe there is a strong nexus between the assassination and the attacks, in that Pakistan Military Intelligence and Inter Services Intelligence agency are behind both," TheA.F.B. said in its letter to Jawad, a copy of which is being sen to the U.S.
Secretary of State Condoleezza Rice.

Jawad promised to immediately convey the A.F.B. concerns and request to President Karzai."No doubt, the Baloch and Afghan peoples are tied with one another not only by historic, but also blood ties," Selle told Jawad.

Selle said he wanted to bring to the attention of the Afghan government Balochistan' s unending trail of blood and tears has worsened since the August 26 assassination of Nawab Akbar Khan Bugti, former governor and chief minister of Balochistan.
"After the assassination of Nawab Bugti, the Baloch, as a people, have lost trust in Pakistan, though they never in their hearts accepted the forceful annexation of their homeland by Pakistan in March 1948, seven months after Pakistan was carved out of India by the British," the A.F.B. letter to the Aghan government said.

The A.F.B. said it was of the considered view that Pakistan had never been a natural geopolitical entity, as was evidenced by the creation of Bangladesh in December 1971.

The A.F.B. said that many of the geostrategic challenges that face the Afghan nation and people today stem from the artificially drawn Durand Line that lapsed in the 1990s and Pashtun territories should have reverted to Afghanistan.
But Pakistan propped up the despicable Taliba'an regime in Kabul just to thwart returning Pashtun territories to Afghanistan.

Mustikhan pointed out that under the Taliba'an Pakistan army establishment was calling Afghanistan its "fifth province" and the Pakistan army would not reconcile to the idea of a democratic and stable Afghanistan.

The A.F.B. told the Afghan ambassador the Baloch as a people and sovereign nation would support the Afghan government in every way pssible have all Pashtun territories returned to it as an integral part of Afghanistan.
"We believe that redemarcation of international boundaries offers a comprehensive and lasting solution to Pakistan-sponsored bloodshed inside Afghanistan, " the A.F.B. team told Jawad.

The A.F.B. requested the Afghan government under President Hamid Karzai to approach the International Court of Justice at The Hague to have the issues settled. "The Baloch would stand on the side of the Afghan people, in return for the creation of an independent, democratic and secular Balochistan, " the A.F.B. letter said.

The A.F.B. also conveyed to the Afghan government and people, under the charismatic leadership of President Hamid Karzai, a message of peace and friendship on behalf of His Highness, the Khan of Kalat Mir Suleman Daud Ahmadzai, the popular, traditional and dejure ruler of occupied Balochistan.

A Baloch jirga under the Khan of Kalat has already decided to take up the issue of Pakistan's violating its agreement to the I.C.J. at the Hague.

Introduction: Deftly managing its resources, Gujarat's apex power body has overcome power shortages and losses

Gujarat's glowing. The state's apex power utility has not only staged a recovery, it's now the only one in India to guarantee three phase 24 hours electricity supply to the rural households and eight hours uninterrupted supply to agricultural consumers. Gujarat Electricity Board (GEB), which had been reporting losses until 2004, came to black last year. The board's financial losses were Rs. 1,900 crore in 2003-04. In 2004-05 these were down to Rs. 935 crore.

In April 2005 the state unbundled its electricity sector with that GEB became Gujarat Urja Vikas Nigam Ltd (GUVNL), a holding company with six unbundled companies under its umbrella (generation and transmission companies and four distribution companies). The improvements in the utility continued even under this new avatar. GUVNL posted Rs. 187 crore profits in 2005-06. If this year's projections are to be believed it will report even better profits around Rs. 400 crore.

The entire process, "Started five years back," says Saurabh Patel, Gujarat's energy minister of state with the independent charge. "Then we were placed seventh in the power sector rankings of utilities in India and now we are second, behind Andhra Pradesh, "says Viiaylaxmi joshi, CMD Of GUVNL. What's contributed to this success? There are several factors in fact. "One that stands out most recently is the state's Gujarat Jyotigram Yojna that assures 24 hours three phase power supply to the rural residential consumers and eight hours guaranteed supply to the agricultural consumers," claims a GUVNL official.

The state very recently announced the completion of this Yojna (covering 18,000 villages and 9,700 hamlets) at a function attended by President, A.P.J. Abdul Kalam, near the heritage site of Chapaner town. Its impact! "A fact that more than 1,50,000 rural public came for the event will have obviously boosted Modi's political image," say chief minister, Narendra Modi's, admirers. But, in more mundane economic terms, "its impact on technical parameters like the T&D losses has been large," say GUVNL officials.

At a demographic level, a survey carried out by IRMA at the behest of CII (Confederation of Indian Industries) reveals a reduction in rural to urban migration. "The assured availability of electricity has opened up income earning avenues to the rural public that weren't there earlier," explains Patel. Even consumer durable companies have felt its impact. For example, John Verghese, proprietor of Ahmedabad-based consumer durable retail chain, Sales India, says, "There has been a significant increase of rural consumers to our showrooms in the last year." Haier regional manager, Sanjay Ghadial affirms a similar trend. "Our sales to rural areas have gone up significantly," he says.

Political opportunity
Patel says, "Wherever we toured in the rural areas, people were demanding 24 hours electricity supply." He adds, "The question before us was then how to provide this? A simple answer, since agriculture consumers were subject to load shedding, was to separate the residential consumers by putting them on separate feeder. However, sceptics within the administration dismissed this as unfeasible. But Modi having spotted a political opportunity wasn't the one to let it go. A sample of 50 villages was chosen to test the viability of the proposal.

Its success eventually convinced everyone that this was the only way to assure 24-hour power supply to the rural households. In a short period of two-and-a-half years, the state spent Rs. 1,000 crore to erect 12 lakh poles to connect rural household to a separate feeder. Modi, avers, "jyotigram is the only solution for the survival of rural India. It can create millions of jobs." Though his detractors dismiss this as a political-speak the scheme itself has proved a blessing to the state's electricity board. Joshi says, "By shifting power supply to the agriculture, which constitutes 40 per cent of the state's load, from peak to the off-peak hours, the state's power supply scenario has changed significantly." Among its several benign effects, the most important is the end to load shedding in the state in the last couple of years.

No power thefts
Earlier there was only one feeder catering to both rural residential and agricultural consumers. Since agricultural tariffs were subsidised there was a general tendency to draw electricity from the same connection even for residential usage. Separating the feeder lines and restricting supply to the agriculture to the off-peak hours has not only reduced this, it has, in fact, done much more. "When there is no current in the lines not only can there be no thefts but also no line losses," says a GUVNL official. While theft may not have gone away entirely, the incentive to steal power has diminished. Further, all the feeders now have electronic meters, which makes it possible to attribute losses more accurately to the theft and deal with it.

As for the agriculturist electricity is guaranteed for eight hours at a fixed time of the day in each area. Since supply hours are restricted, many have gone for drip irrigation wherever agricultural pattern has suited them. Rural revenues have gone up not only because rural residential consumers now pay for what they consume but also because they pay the same tariff as the urban consumers. 'There has been an increase of 13 per cent in the total revenue of GUVNL, although the total demand itself has gone up only by 7 per cent in the last two years," according to a GUVNL official.

However, there are other factors, which too have contributed to the reduction in the sector's losses. For example, on the central side GEB took its issues with NTPC (National Thermal Power Corporation) to CERC (Central Electricity Regulatory Authority) and got it to streamline the former's cost structure. It also negotiated with the IPPs (Independent Power Projects) and got them to streamline their cost structure.

As far as its own cost reductions initiatives are concerned, as said earlier, it reduced T&D losses by 9 per cent; cost of finance by 2 per cent (from 10.67 per cent to 8.6 per cent by substituting costlier loans with the cheaper loans); improved PLF by 3.44 per cent (to 72.28 per cent); and brought down auxiliary consumption at its generating stations by 4.84 per cent, adopting efficiency improvement measures. It also got Rs.231 crore and Rs. 148 crore in incentives from the Union power ministry respectively in 2003-04 and 2005-06 for reducing its balance sheet losses. Similarly, improved load management left it with a surplus, which it sold in the interstate market at higher rates.

A misfortune of being successful is that the Union power ministry soon diverted Gujarat's 200 mw power share in the central power utilities to the neighbouring Maharashtra that's been reeling under power shortages since last year. The total financial implication of this to GUVNL in the current year will be Rs. 562 crore, as the state's own demand has grown and it now has to buy power from the market at Rs. 6.6 per unit against Rs. 3 earlier. Though the decision to transfer power was meant to be ad hoc the state officials fear that this may acquire permanent status.

Whatever, a remarkable aspect of GUVNL'S turnaround is that it has achieved what it has without any general tariff increase in the last six years. Moreover, improvements have come while preparations were on for unbundling in the latter phase of the recovery. Unlike neighbouring Maharashtra, unbundling went through smoothly with complete cooperation from the unions.

So far the state has managed its power scenario by judiciously balancing its resources. But, as demand's growing, these options will soon run out. "To maintain the tempo of economic development we are planning to make Gujarat power surplus," says Patel. How? Additional 11,563 MW generation capacity addition is being planned over and above the 9,000 MW currently available to it from its own, NTPC and IPP sources in the next five years (Gujarat State Electricity Corporation and the state PSUS together will add, 4,000 MW; IPPS, 4,900 MW; wind power, 500 MW; and NTPC the rest).

Subject: Closing down the Berlin Institute of Indology

Ladies and Gentlemen:

In closing down the Berlin Institute of Indology, I feel that the authorities have shown sound judgment and awareness of emerging developments in the world of scholarship and enlightened attitudes in the post-colonial world. Indology is a tainted discipline with a painful legacy of racism, shoddy scholarship and politics. It has an indefensible record of ideological abuse. This ideological abuse saw its culmination in the Nazi atrocities and keeps raising its head at every opportunity, even six decades after the end of Nazi rule.

The fall of the Third Reich did not end the mindset that gave rise to these abuses. Only anti-Hinduism replaced anti-Semitism as the outlet for its hate mongering. This came to the fore during the vicious anti-Hindu campaign waged by the German-born Harvard Indologist Michael Witzel, almost the last holdout for Aryan theories, against enlightened changes in California school curriculum. He and like minded 'scholars' are now running a hate group calling itself Indo-Eurasian Research (IER).

Through historical circumstances, 'scholars' like Michael Witzel and Indology in general remain a blot on German history. It should have ended with the Third Reich, but academic self-interest kept this intellectual pathology alive.

Indians have no use for Indology, which they see with some justice as a colonial artificact which besmirches the name of India in propagating values and abuses that have nothing to do with India. I see the closure of the Berlin Institute of Indology, along with its counterpart in Cambridge University, as a first step towards correcting this historical wrong. My compliments to you on your timely decision.

I give below my review of Stefan Arvidson's Aryan Idols that appeared in a leading newsweekly in India. The book sheds light on its extraordinary origins and its tortuous and obscurantist course in the Age of Enlightenment. I am currently working on the book Dance of the Aryan Masters: The ignoble story of an intellectual pathology which will look at this sorry episode and its legany from a different perspective, including its scientific absurdities. (I am a scientist by training.)

THE ARYAN MYTH



Aryan Idols: Indo-European Mythology as Ideology and Science by Stefan Arvidsson (2006), translated by Sonia Wichmann, The University of Chicago Press.



Judged strictly on merit, the various Aryan theories rank among the weakest examples of scholarship, riddled with scientific contradictions and weighed down by political and racial prejudices. But in influence and longevity, especially in politics, they bid fair to compare with the theories of Einstein and Darwin. The ‘Aryan nation’ became the mantra of German unification, while in colonial India , Aryans became the common ancestors of the Indians and the British, the latter benevolently ruling over their degraded brothers. Neither Relativity nor the Theory of Evolution can match this.



While the scientific, racial and political aspects of Aryan theories have been debated threadbare, a basic question remains: what drove the Europeans, Germans in particular to go to a land and a people so far removed from them in space and time to define themselves? This question is effectively answered by the Swedish scholar Stefan Arvidsson in his remarkable book Aryan Idols. In the process, he has also shed valuable light on the European cultural currents leading to the persistence of these theories in Western academia as well as their proneness to ideological abuse.



A useful point that Arvidsson makes is that the goal of this discipline, now called Indo-European studies was not so much to understand Indian origins as to “show that there existed a rich ‘German’ mythology that could successfully compete with classical Judeo-Christian traditions.” It is hardly surprising that anti-Semitism was tied up with it.



A little known aspect of Aryan theories, at least in India , is the major contribution made by German folklore. Wilhem and Jacob Grimm, who compiled German folk tales were also philologists. "For over two hundred years, a series of historians, linguists, folklorists, and archaeologists have tried to re-create a lost culture. Using ancient texts, medieval records, philological observations, and archaeological remains they have described a world, a religion, and a people older than the Sumerians, with whom all history is said to have begun.”



There are of course no Indo-European texts. “No objects can definitely be tied to them, nor do we know any ‘Indo-European’ by name. In spite of that, scholars have stubbornly tried to reach back to the ancient ‘Indo-Europeans,’ with the help of bold historical, linguistic, and archaeological reconstructions, in the hopes of finding the foundation of their own culture and religion there.”



This helps answer the question why some Western academics react viscerally whenever their theories are thrown in doubt by new findings in archaeology, natural history or genetics. They strike at the very root their cherished ideas about their identity. As Arvidsson notes: “There is something in the nature of research about Indo-Europeans that makes it especially prone to ideological abuse— perhaps something related to the fact that for the past two centuries, the majority of scholars who have done research on the Indo-Europeans have considered themselves descendants of this mythical race.” This ‘ideological abuse’ reached its culmination in the Nazi regime. More recently, it raised its head when California education authorities tried to change the syllabus in elementary schools, replacing theories like the Aryan invasion with more recent findings.



Speaking of Indology, the book observes: "The theory about India as the original home of the Indo-Europeans, and the Indians as a kind of model Aryans, lost supporters during the nineteenth century, and other homelands and other model Aryans took their place instead.” The Aryans (or Indo-Europeans) and their homeland were gradually moved westward until they were made to settle in Eurasia and even Germany . In the hands of German scholars, Aryans became “Indo-Germanische.”



In summary, “The main reason why scholarship about the Indo-Europeans has tended to produce myths is that so many who have written (and read) about it have interpreted it as concerning THEIR OWN ORIGIN.” While this accounts for the European attachment to the Aryan myth, it fails to explain why many Indian scholars continue to cling to it. The answer will have to come from an Indian scholar.

A detailed study of Karl Marx is called Marxiana. A detailed study of Gandhi is called Gandhiana. A detailed study of Churchill is called Churchilliana. A detailed study of Periyar is called Periyarana.

I have read all the writings of that great intellectual giant Periyar, called the Socrates of Tamilnadu or Bernard Shah of Europe. Personally I have received great inspiration, illumination and rational instruction from his mighty intellectual outpourings. l am giving you some flashes of time-defying wisdom and original genius from the Intellectual Armoury of 'Periyarana'.

'Tamil is a barbourous language and Tamilians are barbarians'

'15 August 1947 is a day of mourning and sorrow'

'I want to be surrounded by fifty bloody fools, so that I am heard without any undue disturbance at all my public meetings'

'Parimelazhagar who wrote the commentary on Thirukural was a 'Parppanar' (Periyar was always more interested in Dravidian substance than in Aryan shadow!). '

Periyar was a world renowned authority on public administration. Writing about The Board of Revenue in 1965, he stated as follows at a public meeting on the Marina Beach:

'The Board of Revenue today consists of senior civil servants who are drawing very fat salaries. Unfortunately, not one of them is a Tamilian: The first member of the Board of Revenue is T A Verghese ICS. He is a Malayalee. He is not a Tamilian. The second member of the Board of Revenue is C A Ramakrishnan ICS. He is a 'Parapannar'. He is also not a Tamilian. The third member of the Board of Revenue is M S Shivaraman ICS. He is also a 'Parpanar'. He is not a Tamilian. The fourth member of the Board of Revenue is E P Royappa IAS. Unfortunately he is also not a Tamilian. He is only a Christian'.

As a world renowned anthropologist, sociologist and ethnologist Periyar had highly original, iconoclastic and racist Ideas about who is a Tamilian? The public of Tamilnadu have a right to know whether Periyar belonged to Karnataka or Tamilnadu and whether his mother tongue was in fact Tamil. These questions become relevant because of the mysteriously Magisterial Verdict given by him above on the origins of some of the ICS/ IAS civil servants in Tamilnadu. Today these questions have become more relevant because the members belonging to the Dravida Kazhagam and Periyar Dravida Kazhagam are fighting not for the soul of Periyar but for the installation of the statue of Periyar opposite the Rajagopuram of Srirangam Temple in Tiruchirapalli.

The enlightened public of Tamilnadu, regardless of caste, colour, creed or religion, (the Brahmins and forward communities not excluded!) would like to ask the following pertinent questions:

a) Why did Tamilnadu government, which is usually in a state of self-chosen rational coma in all situations affecting public peace and welfare, galvanize itself into a state of combat readiness to deal with the Da Vinci Code film issue which had been fully cleared by the Film Censor Board of the Government of India some months ago? Tamilnadu Government gave clear signals to the effect that it is their public duty to show great concern for the religious feelings and susceptibilities of Christians in minority in the State. It is a different story that later on, on par with the stand taken by the Andhra Pradesh High Court, Madras High Court also took the same stand and overruled the decision of the Government of Tamilnadu to ban the screening of the film in Tamilnadu.

b) Why is Tamilnadu government indifferent and contemptuous towards the religious feelings and susceptibilities of the Hindus who are in absolute majority in terms of numbers in Tamilnadu?

c) Why is it no immediate action was taken under Sec. 153-A and 295-A of the Indian Penal Code against those elements who wanted to install the statue of Periyar opposite the Rajagopuram of Srirangam Temple?

d) Are not some of the anti-social elements reportedly acting under the banner of the DK and the Periyar DK 'inciting violence, disturbing public tranquility, promoting, on grounds of religion, feelings of enmity, hatred and ill-will between different religious communities and insulting other religions or beliefs of other communities in Tamilnadu'? (Exact words seen in the IPC).

The great sensitivity shown by Tamilnadu government on the nominal Da Vinci Code film issue has not been shown on a more sensitive and more substantive issue involving the time-honoured religious feelings and sentiments of the Hindus in majority. Many Hindu temples have been ravaged supposedly by the DK and the PDK elements. The common man in Tamilnadu doubts the bone fides of the elected and contrived minority Government of Tamilnadu and its commitment in the matter of absolute maintenance of law and order on the one hand and giving protection to the majority Hindus against the planned onslaught of anti-social elements deriving their so-called inspiration from the umbrella of Periyarana.

The shameful Congress Party, which calls itself a national party, has degenerated into a mere suppliant of the DMK party in Tamilnadu. Congress party is a major partner in the conspiracy of political silence on this vital and sensitive issue of maintenance of communal and religious harmony in Tamilnadu.

Following the installation of the EVR statue in the stealth of the night on 21 November, a self-respecting Hindu approached Vigil secretary G R Swaminathan, a practicing lawyer in the Madurai bench of the Madras High Court to file a writ protesting the installation and seeking an injunction that pending disposal of the case no further move should be made by the DK to inaugurate the statue. It has been reported that an extremely hostile division bench remarked: 'Swaminathan, the street doesn't belong to Hindus alone, it belongs to all people'. The common man in Tamilnadu would like to ask as to why this kind of response is never shown by the judiciary when Muslims object to Ganesha procession passing down the Triplicane road in Chennai every year?

The bench made it clear that although the statue had been installed without prior government permission, yet it would not grant the injunction prayed for to stop further moves on the statue. The defendants were advised to approach the Government for permission before inaugurating the statue. By giving such an advice, in terms of plain law, was not the High Court condoning, if not ignoring, the blatantly illegal act of those who were responsible for the erection of the Statue without obtaining prior Government permission as prescribed by the Government through a Government order? I have consulted a few legal luminaries in this regard and all of them are of the view that the decision of the High Court amounted to condoning the blatantly illegal act of the D.K., which is akin to post-facto regularization of unauthorized and illegal construction.

In this context, I would like to quote the beautiful words of Felix Frankfurter, one of the greatest names in the history of American Judiciary: 'For the highest exercise of judicial duty is to subordinate one's personal pulls and one's private views to the law of which we are all guardians - those impersonal convictions that make a society a civilized community, and not the victims of personal rule'. Justice Herlan Stone in another historic Judgement in 1936 proclaimed: 'While unconstitutional exercise of power by the executive and legislative branches of the Government is subject to judicial restraint, the only check upon our own exercise of power is our own sense of self-restraint'. Justice William Douglas, in a landmark judgement in 1947 in USA, declared: 'There is no special perquisite of the judiciary which enables it, as distinguished from other institutions of democratic Government, to suppress, edit or censor events which transpire in proceedings before it'.

About two years ago I had written an article in News Today under the Title 'Decoding the Dravidian Drival' in which I wrote: 'By his highly original writings and platform speeches Periyar tried to educate the Tamilians that he was being rational when in fact he was being racist'.

The quintessence of rational-racial Dravidianism is that spiritual knowledge is superstitious and secular ignorance is rational; character is superstitious and debauchery is rational; chastity is superstitious and prostitution of mind, body, heart and soul is rational; discipline superstitious and indiscipline is rational; accepted truth is superstitious and blatant untruth is rational, refinement is superstitious and brutality is rational; justice is superstitious and rapacity is rational, counsels of the wise and the good are generally superstitious and the flattery of knaves particularly rational. And finally to crown it all having a legally wedded wife is superstitious and irrational and having innumerable concubines is logically rational.

One can go on like this in this vein endlessly in a superstitious and irrational manner, because the clear stream of Dravidian perversity and unabashed bestiality is indeed perpetual and even perennial. It may not be too much to say that all the leading actors in the highly exciting and even titillating Dravidian Drama have succeeded condomising everything excepting the condom itself in the name of rationalism and social justice.

The climax of this lurid and artificial drama will be reached on 16 December, 2006 at the same spot at Srirangam where the DK has planned to conduct a 'Moodanambikkai Maanaadu', which is pitted against the Hindus and Hindus alone and not against any other religion. It only means that all Muslims and Christians are rational according to the DK.

He expressed his objection to NRI's funding Witzelites , "We need to make absolutely certain that the Witzelites don't get a penny from NRIs." . This is not new , there is a consensus among NRI's in general not to fund any anti-hindu programs in any university , as many NRI have experienced over years . That's a interesting idea, Sudha, and well-worth exploring, I'd think. Let's see what Michael and others have to say about it: we presently have 733 people on the List, and hundreds of other non-member readers, some of whom have in fact funded academic programs in the past.

What I think we all agree (see James Ward's post this morning) is that in these cases some hell needs to be raised. I also know of some recent success stories in starting programs taking something like this approach that we can talk about as the discussion advances.

British Push Puppet Cheney To Trigger Global Chaos

Within hours of Air Force II returning to Washington from Saudi Arabia, Executive Intelligence Review issued a memorandum, "Behind Cheney's Trip to Riyadh." The document revealed that the Bush Administration has launched a new berserker "diplomatic" initiative, which, if successful, would likely trigger a new Hundred Years' War, starting in Southwest Asia, but soon engulfing much of the planet in chaos.

The Cheney scheme to promote a so-called "Sunni alliance" to counter Iran's growing Shi'ite dominance over the Persian Gulf and Eastern Mediterranean region, is the latest handiwork of a crew of outright British agents, who have employed the thuggish Vice President and his deadly wife, to wreck the United States from within, as a step towards undoing the entire nation-state system.

On the surface, the argument could credibly be made that the immediate target of the Cheney trip to Riyadh—the latest victim of a Cheney preemptive strike—was his long-time political rival cum arch-enemy, James Baker III. Cheney's push for a Sunni military alliance with Washington and Tel Aviv against Iran was, after all, kicked off literally moments before the Baker-Hamilton Iraq Study Group held its final meetings, before presenting its findings to the White House and the outgoing Congress on Dec. 6. Those findings were widely reported to include the call for a regional peace conference and the beginning of direct diplomatic talks among the United States, Iran, and Syria.

But the reality is different. By the time the Baker-Hamilton study group was seated around the conference table at the U.S. Institute for Peace in Washington, the "Ultimate Decider," President Bush, had already "decided." He shot off his mouth at the NATO summit in Riga, Latvia, declaring that the United States will not consider withdrawal from Iraq until "victory" has been achieved, and will not talk with Iran or Syria.

Moreover, State Department official Nicholas Burns had told reporters travelling with the President that the goal of the NATO summit in Riga, apart from the push for increased NATO troop deployments in Afghanistan, would be to forge closer security ties between NATO and the leading American allies in the Pacific Far East, and in the Persian Gulf and Eastern Mediterranean. In the case of the Persian Gulf, Burns singled out the Gulf Cooperation Council, the alliance of Sunni oil sheikhdoms, as the best vehicle for NATO extension. Qatar and Kuwait, two GCC members, have already been engaged in quiet talks with NATO, on increasing defense cooperation, according to one well-placed Arab source.

And on Nov. 29, Nawaf Obaid, an advisor to the Saudi government, penned a Washington Post op-ed, threatening that Saudi Arabia would intervene to arm the Sunni population in Iraq, were the United States to withdraw its troops. "To be sure," Obeid warned, "Saudi engagement in Iraq carries great risks—it could spark a regional war. So be it: The consequences of inaction are far worse."
Fomenting Chaos

In point of fact, there never was a Bush Administration "policy review" on the Middle East. Senior Washington sources have reported that the United States is doing exactly what Jordan's King Abdallah II warned against on Nov. 26, in an appearance on CBS-TV: fomenting three civil wars in the region—in Lebanon, in the Palestinian territories, and in Iraq.
In Lebanon, the U.S., in conjunction with Saudi Arabia, is covertly arming the Sunni Muslims, in preparation for a showdown with Hezbollah, the Shi'ite political movement whose militia defeated Israel's military invasion in the July 2006 Lebanese War.

According to one eyewitness account, truckloads of arms are being distributed in Beirut after midnight every night. What's more, al-Qaeda elements, operating in northern Lebanon, are reportedly conduiting arms to the Lebanese Sunni—with the see-no-evil approval of Washington and Riyadh. Current events inside Lebanon are reminiscent of Henry Kissinger's mid-1970s orchestration of the first Lebanese Civil War, which began with a string of targetted assassinations, and was stoked by a massive clandestine infusion of weapons to all sides.

In the Palestinian territories, the United States, in league with Jordan, is covertly arming and training Fatah militia factions, with the aim of orchestrating a showdown with Hamas. Furthermore, every effort at establishing a Palestinian national unity government, with Hamas and Fatah, has been shot down by the Bush Administration, giving Israel the green light to continue to withhold tax payments to the Palestinian Authority, thus creating a cauldron of poverty and rage. On Dec. 1, Palestinian Authority President Mahmoud Abbas announced that the unity talks had totally broken down, and that he could call early elections.

In Iraq, the Bush Administration is fueling the downward spiral into full-scale civil war and ethnic cleansing—including an effort to induce Shia versus Shia fighting. Just hours before the scheduled meeting of President Bush with Iraq's Prime Minister Nouri al-Maliki in Amman, Jordan, on Nov. 29, the White House disclosed a classified memorandum by National Security Advisor Stephen Hadley, questioning the Iraqi Prime Minister's ability to deliver. The memo—which was "leaked" to the New York Times by a "senior administration official" who also briefed the author of the Times story, Michael Gordon—stated, in part: "His intentions seem good when he talks with Americans, and sensitive reporting suggests he is trying to stand up to the Shia hierarchy and force positive change. But the reality on the streets of Baghdad suggests Maliki is either ignorant of what is going on, misrepresenting his intentions, or that his capabilities are not yet sufficient to turn his good intentions into action."

The White House leak guaranteed that the Bush-Maliki meeting would be a fiasco. Reportedly, the President pressed the Iraqi Prime Minister to crack down on Shi'ite leader Muktadr al-Sadr and his Mahdi Army, a preposterous demand, given that Sadr had delivered the decisive votes to get Maliki the Prime Ministership in the first place, and his militia is larger, more disciplined, and better armed than the official Iraqi Army. To further fuel Shia versus Shia communal violence, President Bush announced on Dec. 2 that he would be hosting Sayyed Abdul Aziz al-Hakim, the president of the Supreme Council for the Islamic Revolution in Iraq (SCIRI), at the White House. There, he will reportedly press Hakim to turn his Badr Brigade against the Mahdi Army. Sheer madness!
Bernard Lewis's 'Wet Dream'

While the hands and feet of this "three civil war" fiasco may be American, the authorship of the Armageddon drive is distinctly British. It is no secret that Vice President Cheney operates under the influence of three notorious British agents: Dr. Bernard Lewis, Dr. Henry Kissinger, and George Shultz. For Lewis, the British Arab Bureau Zionist spook who originated the "Clash of Civilization" lunacy in 1990, a Sunni versus Shi'ite conflict in the Persian Gulf and Eastern Mediterranean region, would be the ultimate British imperial "wet dream." Lewis has been Cheney's key "advisor" on Arab and Islamic affairs, frequently participating in private dinner seminars at the Vice Presidential Residence at the Naval Observatory.

Washington Post author Bob Woodward wrote in his latest book, Denial, that Cheney admitted to him that Henry Kissinger, the author of the Malthusian National Security Study Memorandum 200 (NSSM-200), has been his most frequent outside advisor on national security and foreign policy affairs—particularly Iraq. In May 1982, Kissinger boasted, at a public event at Chatham House, the London headquarters of the Royal Institute for International Affairs (RIIA), that he took his cue, as Nixon and Ford's National Security Advisor and Secretary of State, "from the British Foreign Office," often working directly off Foreign Office draft documents. In the same speech, Kissinger waxed eloquent on the imperial virtues of Winston Churchill, while denouncing the "moralizing" of Franklin Roosevelt.

And while ground zero for the planned chaos is the Persian Gulf and Eastern Mediterranean, the primary target is not the oil patch: It is the United States. The Anglo-Dutch Liberal imperialist faction, the Venetian-modelled structure behind the antics of Lewis, Kissinger, and Shultz, is dedicated to a world empire, built on the rotting corpse of the nation-state system. To achieve that goal, the United States, itself, must be destroyed—internally through economic and social disintegration, and globally, through a string of horrific policy fiascos. That is what is behind the latest insanity from Bush and Cheney. They are the dupes in a high-stakes British game to destroy the United States once and for all.

For these oligarchs, the prospect of a United States surviving the Bush-Cheney Presidency, with its constitutional institutions intact, is unacceptable. They fear a revival of the American System, and understand that the resounding electoral defeat of Bush and Cheney on Nov. 7, was a mandate for impeachment, and a demand for fundamental changes in economic and national security policy.

Furthermore, they know that their vision of a one-world empire, led by an Anglo-Dutch-centered financier oligarchy, is unattainable, without a massive reduction in world population. They therefore welcome a new Hundred Years' War. They relish the prospect of global chaos, asymmetric warfare, and waves of disease and famine.

They do not seek an American giant, flexing its muscle while tugging on a British leash. They want the United States Constitutional ship to sink in the depths of the ocean. Why else would anyone have engineered George W. Bush and Dick Cheney into the White House?

NCERT History Books : 'Indian Historians stooges of Western colonial-racist Indologists''

Krishna Kumar, director of the National Council for Educational Research and Training (NCERT), will make a personal appearance in the Punjab and Haryana High Court, in the latest twist to the "history textbooks" saga.

Kumar has been summoned to Chandigarh by the High Court following NCERT's "highly casual" approach in response to a petition filed by one RK Sethi against the re-introduction of historian Bipan Chandra's Modern India for class XII pupils. In its order asking the director to make a personal appearance, the court said: "There is no denial to the fact that the 'Book' in question contains highly objectionable and distorted version of Indian history."

In a separate case before the Delhi High Court - resulting from a petition filed by educationist Dinanath Batra of Vidya Bharti - NCERT had, in November 2006, committed itself to removing from its prescribed history textbooks all 75 passages that the petitioner has held objectionable. (Pioneer)
