Gujarat Control of Organized Crime Bill - 2003 : Union Government haven't sorted out "policy issues" yet ?

The Govt. of Gujarat proposed to enact the Gujarat Control of Organized Crime Bill - 2003 on the lines of Maharashtra Control of Organized Crime Act, 1999 to curb the activities of organized criminal gangs operating in the State

Why Union government is NOT approving this bill which is similar to other state's bill ?

The statement read out in the parliament on 25.07.2006 says http://164.100.24.208/lsq14/quest.asp?qref=54807

The State Legislations are examined from three angles viz
(i) repugnancy with Central Laws
(ii) deviation from National or Central Policy and
(iii) legal and constitutional validity. In the case of the Gujarat Control of Organised

Crime Bill, 2003 there are policy issues, which need to be sorted out and therefore, no time-frame can be fixed. "

Even after one year they haven't sorted out yet those "policy issues" . While it approved similar bills for other states , here is the list

i. The Maharashtra Control of Organized Crime Bill, 1999

ii. The Andhra Pradesh Control of Organized Crime Bill, 2001

iii. The Karnataka Control of Organized Crime Bill, 2000
