PAST THREATS OF INDIAN MUJAHIDEEN ( IM) AGAINST JUDICIARY

( To be read in connection with the bomb blast outside the Delhi High Court on September 7 in which nine persons were reported to have been killed. )

Thirteen persons were killed in seven well-synchronised explosions near court premises in three cities of Uttar Pradesh---Lucknow, Varanasi and Faizabad---on the afternoon of November 23, 2007.

2.The explosions came in the wake of the judgements delivered in respect of the Mumbai serial blasts of March 1993 and the Coimbatore serial blasts of February,1998. In both the cases, a number of jihadi terrorists had been found guilty and sentenced to various terms of imprisonment.

3.The explosions also came after the arrest of three suspected members of the Jaish-e-Mohammad (JEM) in UP, who were alleged to have planned to kidnap a dignitary in order to secure the release of Afzal Guru, who has been sentenced to death for his role in the attack on the Indian Parliament in December,2001. The arrested JEM terrorists were alleged to have been beaten up by some lawyers when they were brought to court. The local lawyers had also reportedly refused to defend terrorists in future.

4. An E-mail message purported to be from "Indian Mujahideen" received by some TV channels before the explosions indicated that these explosions were about to take place.

5.The message referred to the severe penalties awarded to the accused in the Mumbai blasts of March,1993, and the lack of action against Hindu police officers, who committed atrocities on Muslims. It also referred to the Gujrat riots of 2002 and the assault on arrested JEM suspects by some lawyers. The message which the sender sought to convey was that the Indian criminal justice system treated the Muslims severely, but was lenient to the Hindus.

6.Last year, there were two messages purported to have been issued by the Indian Mujahideen (IM) warning of its plans to carry out terrorist strikes.

7. The first message was disseminated by E-mail on September 19,2010. It was shown as having been signed by one Al Arbi the same day. It referred to certain anti-Muslim incidents which allegedly took place in Ratlam in Madhya Pradesh on the day of Eid (September 11). It also referred to the day( September 17) when the total number of people allegedly killed by the security forces in Jammu & Kashmir crossed 100.

8. Many of the religious allusions in the message had been taken from some past messages of Osama bin Laden, but bin Laden was not mentioned by name.

9. The statement did not directly claim responsibility on behalf of the IM for the attack in Delhi on September 19 in which two Taiwanese tourists were injured. However, it indirectly hinted at its responsibility by saying: "In the name of Allah we dedicate this attack of retribution...."

10. While over 75 per cent of the statement was about alleged atrocities against Muslims in Jammu & Kashmir, there were also condemnatory references to the death of two IM suspects during a raid by the Delhi police on September 19,2008, to the arrests of some alleged members of the IM by the Anti-Terrorism Squad of the Maharashtra Police in connection with the Pune Bakery blast of February 13 last and some alleged anti-Muslim incidents in Ratlam in Madhya Pradesh on Eid day. 11. A message dated December 6, 2010, purporting to be from the IM indirectly claiming responsibility for the explosion in Varanasi on December 7,2010, was received by some media outlets to which it was addressed after the explosion had taken place. It avoided any allusions to the messages of Osama bin Laden and was free of bin Laden like language and rhetoric. It had not borrowed from the past messages of bin Laden.

12.It projected the IM as a purely indigenous movement, but needing the support of the Islamic world. It warnedthe Hindus of continued attacks on Hindu holy places till all Masjids (mosques) belonging to the Muslims were restored to them. It was critical of the Indian criminal justice system, which was projected as anti-Muslim.

13.Itcriticised the Judiciary as follows: "The Supreme Court, the high courts, the lower courts and all the Commissions have utterly failed to play an impartial role regarding Muslim issues. NarendraModi who presided over the 2002 massacres of Muslims in Gujarat is given a clean chit whereas the victims still run from pillar to post for justice. Even the 92 Mumbai culprits roam freely and enjoy Government security. All the anti-Muslim pre-planned riots, arson, rapes, losses of lives and properties are still awaiting justice. The list is endless!"

Chinese billionaire's Icelandic wildlife resort faces chilly reception

After being ravaged by the global economic crisis, Iceland needs all the friends with deep pockets that it can get. But not everyone is excited about a Chinese investor's plan to buy up land and build a resort there.

It's been almost three years since Iceland's banking system collapsed. The economy was hit especially hard by the financial crisis. But the small North Atlantic state has slowly continued its recovery from the crash.

Foreign investors have played no small role in this recovery process and they're still in high demand as the economic climate in Iceland leaves much to be desired.

One such investor is finding a slightly less-warm welcome, however. Huang Nubo wants to spend 6 million euros ($8.5 million) on a bleak stretch of the volcanic island.

Huang, a former Chinese official turned real estate tycoon, told a press conference in Beijing on Friday that he hoped to create Europe's biggest nature reserve with the 300-square-kilometer (115-square-mile) area.

Ulterior motives

Despite Huang's assertion that the investment is completely private, some have decried the project as a veiled attempt by China to secure a deepwater harbor in the North Atlantic.

"While this project in Iceland might be a private initiative, it fits in a broader (Chinese) policy agenda to get hold of strategic assets abroad, ranging from land, over raw materials, to know-how," said Jonathan Holslag, head of research at the Institute of Contemporary China Studies in Brussels.

In an interview with Reuters, Huang said because of these rumors, Beijing might not allow the deal to go through.

"The government may say: 'Please do not go, do not make trouble," Huang said, referring to an application from his company to the Chinese government to approve the deal.

"Maybe they will think: 'Do not arouse any unhappiness for Sino-Iceland relations,'" he added. "Then I will just give it up."

Facing resistance

But Beijing might not be given the chance to nix the deal, as some Icelanders have also been skeptical.

The planned deal for the sale of the land, known locally as Grimsstadir a Fjoellum, would effectively sell 0.3 percent of Iceland's landmass. This would be the equivalent of Germany selling off a chunk of land a little larger than the city of Hamburg.

Some Icelanders find this unsettling. Jon Thorisson is an architect who has campaigned against foreign ownership of Icelandic resources.

"Will large-scale ownership allow them to exert political influence?" he told AP. "Is it possible that we Icelanders will end up like tenant farmers on our own land?"

The interior minister, Ogmundur Jonasson, has also raised a red flag, saying thorough studies of the impact of building a hotel and golf course on the land would have to be carried out.

Send in the tourists

But other Icelandic diplomats, as well as Prime Minister Johanna Sigurdardottir, expressed their support for the investment plan. Iceland's ambassador to China, Kristin Arnadottir, appeared at the press conference in Beijing with Huang and welcomed the deal.

"I think we are perhaps going to experience something much more positive now that Iceland is going to become a tourist destination," Arnadottir said at the conference.

Beyond the land sale, Huang said he plans to invest a further 140 million euros over the next four to five years. He said he would eventually like to see up to 10,000 guests coming to the resort annually if the deal goes through.

The last high profile Chinese attempt at foreign acquisitions that ended up canceled was in 2005 when the state-owned Chinese oil company CNOOC Ltd. withdrew a bid to buy US oil and gas producer Unocal Corp after American lawmakers raised concerns that the sale would impact national security.

Long-standing Swiss foreign minister resigns

Foreign Minister Micheline Calmy-Rey has officially announced her resignation, effective in December.

During her nine years in government, Calmy-Rey’s style and actions have often drawn criticism, but Swiss diplomacy has gained in international visibility.


The 66-year-old, who also holds the rotating post as Swiss president this year, said she would not put herself up for re-election in December.

Wednesday's move had been subject to intense media speculation.

"I gave my best for the country. I focused on bilateral relations with the European Union, the strengthening of ties with countries outside Europe through strategic partnerships and positioning Switzerland as a mediator on the international stage," she told a news conference.

She said she was particularly proud of the role of Switzerland in the Human Rights Council.

Calmy-Rey said it was in the interest of Switzerland to increase its visibility in a global context.

However, she added that there was no consensus in Switzerland about the country's foreign policy and rejected criticism that her diplomacy activities were mere public relations.

Her resignation comes just under 50 days before parliamentary elections on October 23 and is likely to boost the campaign of her centre-left Social Democratic Party.

Calmy-Rey is the fifth cabinet minister to step down within the four-year term of the current government which runs out in December.

Active neutrality

Observers say two characteristics marked her time in government: her openness to the world as head of the foreign ministry and a dogged and tough attitude, which helped her to achieve her goals.

Calmy-Rey was not an easy personality to get along with. The first woman to head the foreign ministry, she shook up the diplomatic corps, used for years to the low-key leadership style of her predecessor Joseph Deiss.

Demanding, controlling and at times impulsive, the foreign minister did not always use the most diplomatic tone in dealing with her staff. Some revived the nickname “Cruella”, which had stuck to her in Geneva when she was head of finance there.

Her aim was clearly not to win plaudits from within the ministry, but to raise Switzerland’s profile on the international stage. Dynamic and hardworking, Calmy-Rey made a concentrated effort to revive the policy of “active neutrality” adopted by Switzerland in the early years of the Cold War.

On March 20, 2003 she became the first minister of a foreign country to walk across the demarcation line between the two Koreas, and she went on to Pyongyang for talks with the North Korean leadership.

Also in 2003, she actively supported the “Geneva Initiative”, an unofficial peace plan which aimed to reopen dialogue between the Israelis and the Palestinians. In the years that followed, she promoted the creation of an international Human Rights Council, conceived as a more effective instrument to monitor conformity with the principles promulgated by the United Nations.

In 2006, in the name of the Geneva Conventions, she openly denounced Israeli bombing in Lebanon, terming it “disproportionate”, and called for respect for humanitarian law.

Her intervention drew criticism from the Israeli side, but also praise in Switzerland and elsewhere. This was a new tone for Swiss diplomacy, which up till then had taken a softly-softly approach so as to avoid confrontation.


Public diplomacy

The only woman in government for a further two years, Calmy-Rey was regularly placed at the top of the list of most highly-regarded politicians in opinion polls. Her popularity reached a peak in 2007, when for the first time she took over the national presidency.

Calmy-Rey carefully cultivated her image. Too much, in fact, according to her opponents, who accused her of promoting “public diplomacy” mainly to enhance her own visibility.

The speedy recognition of Kosovo, which some found precipitate, her appearance in Tehran wearing a veil, the failed attempts to mediate in Colombia, the management of the crisis with Libya – 2008 was a bad year for the foreign minister. But it was a bad year for Swiss foreign relations generally, confronted with an international offensive over banking secrecy.

What irritated fellow-politicians most of all was the “Calmy-Rey style” – in other words, her personality. For her detractors, she showed mulish stubbornness even when the battle was already lost.

She regularly faced calls by her critics on the right to quit her job as minister: they said she had only accumulated failures, from the Geneva Initiative to the Libyan crisis; she had only aroused hostility to Switzerland, from Israel to the United States, and she had neglected relations with Switzerland’s European partners.


A more visible foreign policy

Combative to the last, the minister resisted the attacks and benefited from the fact that other ministers ended up in the political and media firing line.

But Calmy-Rey continued to arouse hostility. In December 2010 she was re-elected president with only 106 votes in parliament. This was the poorest showing for any Swiss president since 1919.

But there seems to be broad agreement that she has enjoyed a successful presidency in 2011 and can leave office on a high note.

In spite of being apparently no longer popular with people or parliament, she has continued doggedly with her task of advancing the interests of the country abroad.

As far as her record as foreign minister is concerned, even some of her opponents recognise that Calmy-Rey has worked tirelessly during her nine years in government to defend human rights and the Geneva Conventions.

Experts say she has succeeded in reviving a Swiss tradition of conflict mediation which had declined after the Cold War. She also gave Swiss diplomacy a more active role in international organisations. Above all, she made the small country of Switzerland more visible on the world stage.
