Spying in a Transparent World: Ethics and Intelligence in the 21st Century

Is intelligence gathering inherently unethical? If so, does its dubious nature undermine the legitimacy and security of democratic states? In response to these questions, the author of this text analyzes 1) the increasingly complex security environment intelligence professionals now face; 2) the relationship between ethics and intelligence work in liberal democracies; and 3) the prospects for ethically-based intelligence gathering in the future.
